Shelter is a synonym for compound, I suppose.

Polygamist sect kids move to new shelter

SAN ANGELO, Texas - Child welfare officials are moving the 416 children seized in a raid on a West Texas polygamist compound to a new shelter.

Mothers of some of the children wrote to Gov. Rick Perry over the weekend. They say the children were getting sick in the crowded conditions.

The children were taken from the shelter earlier this month on suspicion that they were being physically and sexually abused by older members of the group. They were being transferred to the new shelter Monday.
Emphasis mine. It's probably a typo/substitution, or it could be a case of very poor synonym choice. For those still scratching their heads, all that use of shelter makes it sound like the kids were being abused in the place the government had extracted them too.

Note also that the headline was "kids move to", not the more accurate "kids moved to". As if the children had a lot of choice in which shelter they would occupy.

Neither error reflects well on Ms Dobner or her editor, but I suppose that's the risk of breaking news.
