Is this posturing towards easing US drug laws?
Clinton admits US blame on drugs

Speaking to reporters accompanying her to Mexico City Mrs Clinton said 'Our insatiable demand for illegal drugs fuels the drug trade.

'Our inability to prevent weapons from being illegally smuggled across the border to arm these criminals causes the deaths of police officers soldiers and civilians.

'I feel very strongly we have a co-responsibility.'
The wording! It seems to me that the easiest way to relax the situation is to decrease demand for foreign drugs. And the easiest way to accomplish this is to provide them domestically. And the easiest way to accomplish that is to decriminalize them in the United States.

There are so many ways she could have chosen to word these statements. Why did she choose (have selected for her) this particular phrasing? Especially OUR insatiable demand for illegal drugs.
