RAW alerted me to this, but "Slate's Bruce Ackerman lays out the possibility." :
Apparently sometime in the 1980s, President Ronald Reagan issued a "secret executive order" that in the event of the death of the president and the vice president "established a means of re-creating the executive branch." Reagan's order violated the express terms of the Constitution and governing statutes.I'm not sure if I agree with "Imperative". There's higher things on the list: Impeachment followed by Prosecution followed by sweeping top-to-bottom genuine Reform. Evidence (or allegations from within the House) to suggest that Bush & Cheney have plans to declare martial law and cancel the 2008 election should be investigated while there's still time to prevent said maneuvers.
Does a similar order exist today? We aren't told. But we do know that Dick Cheney participated in the secret "doomsday" exercises under the Reagan order, and given his central role at present, it is imperative for Congress to find out.
If the illegal succession orders referenced in the quote above help to motivate both houses to initiate an investigation, I'll be quite pleased. However, as I see, all the other things I mentioned are higher priority. After all, whoever Bush & Cheney might pick to succeed them would only matter should they themselves die in office. That is unlikely to happen. It also means it's unlikely that Bush would actively seek to see such a secret order enacted. He may be dumb, but he's not that dumb. I imagine Bush approaches suicide from much the same perspective that he approaches military service in a combat zone - good for other families, but not his.
