The conspiracy theorist inside me wonders if it was just three separate incidents of contractors at the State Department being curious, or if this was an attempt at something dark and sinister. Why were two people fired by State and the third just "Disciplined by an independent party" and what the heck does that mean, anyway? If a person wanted to be really paranoid and start building with straw, they could have a lot of fun speculating on this topic. Why'd they wait a couple months to do something about it?
On the other hand, I've worked in offices of student services at a school, and in the archives of an art museum, so I know it's really hard sometimes to keep your nose out of places it doesn't belong. Could be a conspiracy, or it could be simple stupidity-mixed-with-curiosity. I hope some fairly transparent investigation is conducted. To paraphrase Lessig's speech yesterday, we have lost our trust of portions of our government largely because those portions trust themselves too much.
